The Chariot comes to meet the Fool with the driver standing tall and staring straight at us with a city and river behind him. The celestial canopy covering over him provides protection and purpose while the wand in his hand, the moons, and the crest of the chariot all signify his authority and power on this given mission. He has learned from divine wisdom and has stepped out to follow his intended path. Driven by the sphinxes, he has united their opposition so he can drive the chariot on his intended path without forceful reins.
